That actually is incorrect. It is currently not possible to prevent ads from appearing on the same page twice. This is because the system bids on ad spaces individually, rather than on sites. Site publishers price different ad spaces on their sites at different price points. In fact, people pay extra to have multiple ads on the same page. It's called a "road block" or a "page takeover" and it has proven to be very effective in driving traffic and branding. We get requests for it from large agencies all the time.
In terms of the other question you asked regarding frequency caps, the way the 8 day burst works is that someone visits the site and are cookied. That cookie exists for 2 days, during which time the user will see 8 ads per day (as per your request) once that period is over, the cookie expires and is gone. Now, if they revisit the site, they are re cookied for another 2 day period. This is more than likely why your friend saw your ads 8 times.
It is important to focus on the data, rather than the small subset of customers you are interacting with on a daily basis. The reason being that people who know you are hyper aware of your brand and your ads. They are therefore more cognizant of how many times your ads are appearing in front of them.
